libraries sync error

"Libraries sync error To use Creative Cloud Library, please update the Creative Could Application."
Recently, I had to retire my old computer, in doing so, I had to sign into my account and redown load the programs I need. When I open these programs, I go to my libraries tab to try and connect to my library. I either get nothing (Illustrator) or "To use Creative Cloud Libraries, please update the Creative Cloud Application, Get it now!" (InDesign). When I try to connect, it asks me to redownload Creative Cloud over and over again, but never solves the problem.
In the past, I had shared this library across all 3 programs, InDesign, Illustrator and Photoshop. Please help, thanks.
