Online fillable, savable PDF?

We are interested in taking our 200-page workbook online. The workbook includes exercises and Q&A...we are able to use a fillable pdf to make this work. We can send it to clients but it seems like it is easy to get around the security features. Is there a way to host the fillable PDF (for each buyer) with all the features ie underline, notes/comments etc. that is savable for later classroom reference?

There's no such thing as an "online PDF file". Whenever you view a PDF file it must first be downloaded to the local machine, even if only as a temporary file. And yes, security policies are easy to get around, but not so much if you apply a file-open policy. You can do that and then send the password to your users. Of course, there's nothing stopping them to share the password along with the file with someone else, unless you protect it using DRM technology, which is very expensive.
