Seems you have been trying to access Document Cloud web service and getting redirected to some other page than actual one?

This is correct that document cloud web page has been migrated to the new one. Looking at the URL it seems you have got the new one. Still, you may try with this Adobe Document Cloud  and if it still doesn't work, then check with a different web browser.
