Add a page to a filled WebForm

I've created a web form for customers to complete which would start the process of an agreement.  How do I add pages to the PDF of this completed WebForm afterward?  There are NO signature fields on this form, yet Adobe will not let me add pages to it, saying it's protected due to being signed.  How else can I get around this?  I don't want to create a template instead, as that will require me to send it to each person who needs it beforehand.  I want this WebForm to be publicly accessible.
