Adding Users

Hi, I currently have admin rights to add users. What rights will they have? I cannot assign them to a product bc there are no more licenses but it still lets me add them as users, so I need to know what they can do as a user? None of them received an email or anything that I added them either. Help appreciated! Thanks!
