Adobe Sign - Fill and Sign without trigger the workflow

Hi All,

I notice the transaction license is being utilise even I didnt use the "Send for Signature". May I know if there any changes to the behaviour because I couldn't recall I being charged when I only use the "Fill and Sign" without sending it for signature.
