Adobe sign in not working in Sudan

I have recently subscribed to Adobe Pro for my user who resides in Sudan.   He can't seem to sign into his account to install the software.   I also downloaded a copy of the installation file but when it ask to sign in to continue with the installation; it won't take his username/password.  Any one has the same issue?

Is this a team license, and you are team admin? An enterprise license, and you are admin? Or a standard license? I'm trying to understand in what way you subscribed on behalf of someone else.

Thanks for your response.  I'm the team admin and we have the Adobe Enterprise plan.   We are based in DC, but my user is working on a a project in Sudan and is based there now.
