We are currently exploring the web forms features of Adobe Sign.
In our context, we might just require 1 back office licenses to create and maintain the Adobe Sign Web Forms. Then we will provide the web links to our in-store personnel to allow the consumers to sign on these forms. (Estimated 500 forms will be signed per month)
Can we use ‘Adobe Sign Small Business’ plan ? would that be able to solve our business case?

The small business plan does have access to Web Forms, so you have access to the tools.
However, the volume you suggest is beyond what one license will carry on a small business plan.
I would recommend talking to your salesperson. Tell them you need the web form, and give them your estimated volume, and they can work with you to find the best options.
