Adobe Sign without License

Hi,

 

One of our users was able to request signatures using Adobe Sign, but then at some point it told him to contact the adminstrator (me). He was never assigned a licsense, how was he able to request a signature? Is there a certain amount of "free" transactions you recieved before you are required a license? This happened yesterday, after the deprovisioning.
