Adobe signature 2 steps

Hi,

we are using Adobe signature services in the context of Quality&Regulatory documentation validation.

The point is that in some circumstances we have to validate a document in two different steps :

First step would be for our Q&R managers & top management who validate a template document.

At that point we want them to be able to sign a document to certify that this document can be used by any ressources inside the company as a form.

Second step, an employee download this validated document in our database to use it. This document may be signed again a second time once it has been filled and validated by project manager for example.

Then comes the issue using Adobe Sign services :

If we pass the document through Adobe Sign services the document is then locked as "certified".

However we would still like to be able to modify that document as filling a form or any other modification, after the first signature process.

That first signature process aims to inform the user that the blank form has been validated as approved ressource by the Q&R management for later usage.

Can this be done using Adobe Sign? Or will it alway be a Sign & Lock mechanism passing through the email signature service?
