attaching pic as doc

I take pics of docs and attach it to send it to clients to ensign it however when attached, I get a blank page and says " No scans to review". When I took a pic of docs it works for a day or so and I get same error message. How can I fix it? Is there another spot I can save docs so I don't get an error message as I get from pictures?
