Bulk Send: "Signer identity verification method not allowed by account settings." Email Delivery

When trying to do a bulk send the only option for "Identity Verification" is "Email delivery (default)".  There are no other options to select.  When we attempt to send with this setting, we receive "Signer identity verification method not allowed by account settings."

 

We only have access to modify group settings in our account. Our only allowed Identify Verification methods are Adobe Sign for Internal and Adobe Sign\Phone for external.  This works for non-bulk sends.
