Can an approver access a list of documents awaiting their approval?

I have a webform with multiple recipients, the last of which is an approver. Is there a way for the approver to view a list of documents that are pending their approval without being made a User for Sign?  They're having a hard time keeping track of them using only their email.

I would like the approvers to have this ability but I don't want them to be able to use all of the features of Sign (create their own webforms, etc.)

@Brie22303900vht5 short answer, no. Approvers in Acrobat Sign cannot view a centralized list of pending approvals unless they are added as users to the account. One option is to create a limited user role or group within your account that restricts their permissions—so they can log in and view pending approvals without being able to create webforms or initiate agreements.
