Currently when agreements are signed, I receive an email to my inbox. I can't seem to figure out how to add a 2nd person to get notified. I would like for my VA to also be notified so she can set up our client.

Yes, in group settings in the send an extra copy of every signed agreement to these email addresses:
separate multiple emails with a ",".
If you are not an admin, your Adobe Sign admin should be able to get this done.
