Is there a way to make a signature field required only if a certain value is entered in a field and if the signature is required to have the document then routed to the person that would need to sign?
I've attempted this but it two things happen:
1. Adobe Sign adds an ugly signature block at the bottom (there's actually documentaiton that this is supposed to happen for some reason).
2. The form goes to the conditional signee whether or not the value is entered.
Any help or guidance would be appreciated.

Short answer - no. Conditionals relate to the content in the agreement (e.g., showing/hiding fields). What you're asking is to change the routing/workflow based on a user-entered value. AFAIK that is not possible -- although you might want to look into Workflows to get some ideas, e.g. see https://helpx.adobe.com/sign/how-to/workflow-designer.html.
Is conditional routing possible in AdobeSign based on the following example:
Participant 1 provides name and email for sending to Participant 2 for review/signature, and selects a county, which determines the email for sending to Participant 3 for review/signature.
