Did Adobe recently force on identity verification?

Starting this week, some of our customers have been faced with a screen requesting identity verification when we've sent them a quote for approval (through Salesforce and Conga, if that makes a difference).  We've been using Echosign / Adobe Sign for years, and this is the first time it's come up, and the customers are balking at the request. Our admins say they didn't change anything that should hit these users, so did Adobe turn something on globally? Does anyone know which switches can turn this on?

As the recipients get the identity verification, please check the account settings. Check if the options are enabled in the account settings.

The recipients get the identity verification only if the option is enabled in the settings. If you are not the Admin of the account for your organization, please check with the Admin if any changes are made in the settings.
