Documents stuck at "Syncing" on iPad

We occasionally see documents get stuck at the waiting to sync status on a device. Another forum post suggested rebooting to solve it. 

 

This works most of the time but occasionally, we lose all the documents waiting to be synced on the ipad and cant find them anywhere.
