error while use /Get/Users to retrieve the user that doesn't exist

When i try to use Get/Users and specify the a user email that doesnt exist, 403 status code is shown.

user_read:account and user_write:account are assigned during authorization.

Is this a intended result? That seems a little odd since i've already given sufficient permission.

I have checked that you are using the Adobe Sign developer account.
