Can a second participant view file attachments uploaded by the first participant?

It is not possible for the second participant to view the file attachments uploaded by the first participant.

Update: After a signer uploaded file attachment, subsequent signers are able to see the attachment, it is added in the subsequent pages of the form.

Agreed with pxzxz1, meenakshin83966505 is incorrect. 2nd recipient will see the document attached by the 1st recipeint as a 2nd page in the agreement. I was just testing this out myself yesterday.
