How to make fields on a template form editable to anyone

I created a template and assigned all the text fields to "Anyone" for filling. I assigned 2 form fillers (user1, user2) while sending the template for signing. User1 filled the form and submitted. User2 was only able to Submit the form but cannot edit any any field. My expectation was User2 should have got the form for editing the values which was entered by User1 because both User1 and User2 roles I had assigned as Form Filler. Is this by design in Adobe Sign that if once the form is submitted by the first participant who is a form filler then even if next participants are form fillers they cannot enter/edit any fields?
