If possible, you will need to request this feature via their support. That's how we got it enabled on an Enterprise account.

Were you able to get advanced sharing enabled?  I don't see any way to contact support to ask for it to be enabled.

As SummitCasa mentioned, the settings need to be enabled by the support for the account.  Please refer to the information provided in the following help document: https://helpx.adobe.com/sign/kb/Avanced-Account-Sharing-feature-Adobe-Sign.html

However, you need to check with the support team if the feature is available for the Developer account. 

 

As you are using the Developer account, you may also contact the pre-sales team. They will be able to provide you the pre-sales technical assistance and share the correct information. Please refer to the following link to contact them: https://acrobat.adobe.com/us/en/sign/pricing/plans.html. You may use the Contact Us button for Adobe Sign Solutions under the team tab.
