I filled out a application for a job and I have never used echo sign before could someone tell me how to check to see if the email went through!!!

Did you send the document using Adobe Reader or by logging into EchoSign account and then sending it out?
Also, you can check the history of your sent document by following these steps:
1. Log into EchoSign account.
2. Go to Manage tab.
3. Single click the document and click History tab on right hand side.
4. Under History tab, click Audit report and it will show the complete history of document and to whom it was sent.
