Making a pdf read only other than signature

Just starting out with Adobe Sign.  I'd like to make the pdf read only other than the signature.  Currently users can manipulate all parts of it.  Is this easily done?

If you are sending the document for signature via Adobe Sign, users can only make changes to the form fields that are assigned to them. The rest of the document will be read-only.
