No option to select Sign Template Type

I use adobe sign all the time. I have a document that I created into a template. But I noticed that anytime I wanted to change the actual document set up (Deleting or editing words, pictures, etc, not the actual sign template) I could do so on a regular PDF, but then I have to create that sign document template again. In doing some research, I found that you could select a couple different options when creating the template. Reusable Document, Reusable Form Field Layer, or Both. My issue is that when I go to create the template, I do not see this option. Am I missing something? I dont know where to go from here. What I would like is to create a form layer so I am able to edit the actual document itself (Before sending for signature) and then apply the layer overtop of the edited form. I hate having to set up all the form fields every time I edit the actual document. Any help would be appreciated!
