Problems with fillable forms

I'm working on converting a packet of papers into fillable forms. I can convert them just fine. What I have problems with is when I open it in Reader to make sure everything is fine, it says the forms can't be saved if they are edited. I need to be able to make these forms so that they can be filled out and emailed back to me completed.

This includes signatures. When I create the signature box in DC, I don't have a problem. When I open the file in Reader, I can't sign it. How do I make it so that I can make a form that can be filled and signed and returned by email?

I tried converting to an Acrobat Form and back to an Adobe Sign Form and neither option works. I don't know how to fix it.
