I need a recipient template. I send a monthly invoice to the same recipients each month but the document is different. The only options I have found in Sign keep the doc the same and change the recipients. I need to auto populate the emails for signers and cc recievers and the signature fields. Suggestions?

Adobe Acrobat Sign in Adobe for Enterprise. I don’t see anything that tells me the version or release date.

You could create a workflow that integrates your template. The last step in the creation of the templates lets you create sender inputs fields. When you start the process from the workflow, it will ask the sender for the information in those fields. This is an example from one one my workflows.
Also, since you have Sign for Enterprise you can request an expert session with an Adobe expert from the Admin Console to help you with this.

My issue is that I need to change the document each time and keep the same workflow. It won't let me change the document, only the emails in the workflow.

As you will be sending a different document every time, it is not possible. However, I would suggest checking with the Acrobat Sign Entperise support team to confirm if there is an option for the required workflow.
