Sending Certified documents allow with new documents for signature?

Part of our business needs requires us to send signed docuemnts for review and add an approval documnet for signing. New changes to Adobe sign will prohibit this ability. Is there a way to still send previously signed documents with another document fot signature?

As mentioned, new changes to Adobe Sign will prohibit this ability. Do you mean the new Acrobat Sign? Is this working fine on the classic version?

Please share the complete workflow you used to send the signed document for review. And what happens now when you try to do the same? 

Screenshots or screen recordings of the workflow would be helpful for better understanding.
