I am wanting to put a contract on Adobe Sign. It needs to go to one person for signature, then to the manager for signature to complete the contract, before sending a copy to each party to keep, with both signatures on it. Can this be done, or is there a work-around for it?

Yes, this can be done. While sending the document you need to provide 2 email addresses (one of the person and one of the manager)in the order you want the signature on the documents.
After this on the contract which you want to send, you should place proper form fields and signature fields and assign them to the respective people and send it for signature.
