Hello,
I am creating a number of PDF's that need to be filled out by one person and then signed by another person as soon as the form is completed. One person is using an intake form and the other person is answering the questions. When the form is complete the person answering the questions needs to be able to sign the form. The forms are completed on Surface Pro's that have a pen and finger signature capabilities. Is this possible with Adobe Fill & Sign? If not, how else can this be completed. I don't want the person filling out the form have to email it to the recipient for signature, the person that signs the form may or may not have access to a computer and ma not even have an email address. I am creating the forms in Adobe Pro DC, using the Adobe products is there any way to accomplish this?

After reading the details shared above, I tried to understand your workflow as accurate as I could. Let me know if I'm missing anything here-
1- I am creating a number of PDF's that need to be filled out by one person and then signed by another person as soon as the form is completed.
Form was initially created by you. If that form needs to be filled out by one person and signed by another, then it has to be share among those people by choosing any one of the "Share" option-
2- One person is using an intake form and the other person is answering the questions. When the form is complete the person answering the questions needs to be able to sign the form.
Once you have sent the form suing any of the share method shared above, the person who is filling the form can use "Fill & Sign" feature, which would help filling in.
3-I don't want the person filling out the form have to email it to the recipient for signature, the person that signs the form may or may not have access to a computer and may not even have an email address
This is quite complicated workflow, who the person filling out the form going to share it with signer without sending it via email. Even though if filler will generate a web link of the form or upload it on the Document Cloud, still receiver would need some way to access that link.
Without email, the only other way is to upload the form to some website from where it can be accessed. Or they use some common cloud storage(same account or used on shared bases) where it can be uploaded and accessed by both.

Hello Akanchha,
That is about it. i think you have the idea down of the work flow. I have created all of the forms. I will give these to 10 different users and as they go about their daily jobs they will be meeting with patients to complete the forms. Once the form is complete either the intake person or patient, or both will sign the form. If the forms cannot be completed in this manner than the next best thing may be to upload to a web site for the signatures. The intake person will have to save the form to their local Surface Pro or a SharePoint site.
