Template sharing issue - Adobe Sign

Two users are wanting to use adobe sign. One of the created the templates and the other wishes to use them. We have set up sharing - and the templates can be seen in both accounts but only used by the author.

On opening the template it says it can be used. But there is no send / edit / use this template action.

Both are licensed. Help?!
