Transaction limit reached after 3 documents

I receive the attached error which seems to contradict itself- insufficient transactions, which still having 2 of 5 free transactions available in my 30 day period. I have a 'free' Adobe Sign account accessed from Dropbox, I have send 3 previous 1 page documents with 1 other parties signature, but now I cannot send my 4th document.

Dropbox know of no issues and this is the only support line open to me with Adobe... Any ideas on how to resolve this?
