Unable to create agreement

I have tried a couple of times to send a document and keep getting the message "unable to create agreement"

I haven't changed anything with my documents.

I see that you have a free Adobe Sign account, that offers you free 5 transactions in a month in a rolling window and you have used all the 5 free transactions.
