User keeps getting Free account

Good Day

 

How can I fix this issue where one of the users accounts in my organisation is being assigned a free Adobe account even afters assigning the Licenced Enterprise account to that particular user. I have tried to delete that account and re-add the user but it keeps saying you have 5 signatures left.
