Using a widget to embed a form on my website - No Widget Creation in my Dashboard!

Hi, I have a PDF document that I want to embed in my website, have people fill in all of the fields, then submit it directly to me, all while on the website. I think I need to create a widget, but that option does not exist in my dashboard. I have been searching everywhere for answers and this is the best I found:

Create Widgets

This is a good step by step guide, but when I go to my dashboard, that "Create Widget" button/link does not exist! I have a 1-year paid Adobe Sign account. Is this not the right type of account for this type of project?

Please help me figure out how to create an embeddable widget! Do I need to purchase a different plan?

I see that you hold an Adobe Sign Individual account, please be informed widget creation is only part of Adobe Sign Business & Enterprise accounts. Please contact our Sales team on the number mentioned in the below link for the upgrade:
