What are Runtime Variables

What are runtime variables? I'm struggling to understand how you set and use them. For example, if I'm trying to add a Dynamic Recipient, I have the option to choose from "Look up Based on Master Object Field." That seems pretty obvious on what it means. But if I choose "Runtime Variable" I can put in a variable name. Where does that variable name get declared? How does it get populated?

 

Unless I'm missing it, I'm not seeing anything in the documentation on that answers the questions above. Just vague references to dynamic variables.
