When using API to update draft, nobody receives an email?

I'm trying to send agreements using the v6 API and I'm successfully creating a draft agreement and then updating it to 'in process.' My problem is that none of the signers are receiving emails with the agreement to sign, which makes the whole thing pretty worthless. Is there any way to make that happen?
