I just had a question is this app similar to inkscape or which adobe app would be similar to it

It's not really similar to any other app. With Capture you create assets to use in other Adobe apps. You don't actually create, meaning design, draw or paint with Capture. You can however create brushes to paint with in Ps or Fresco.

no, its not. Capture is very unique and it helps to be more creative. Inkscape could maybe as an Vector program be similar to Adobe Illustrator, but Inkscape has way less features! Hope that helps.
