Sync status icons in MacOS Finder not documented, not consistent

In Finder on MacOS :

No documentation visible anywhere. I went to
https://assets.adobe.com/files
, clicked on ? icon, selected Help. It takes me to Adobe Help Center
https://helpx.adobe.com/support.cc.html
, which has 1000s of files. I want help specifically on Creative Cloud Files. I search on "Creative Cloud Files" and get many somewhat relevant results, e.g. a FAQ under Support; but under Learn, no specific documentation on Creative Cloud Files Synced Files.

I see two icons and am inferring their meaning. These meanings appear inconsistent or contradictory.
Some parent folders have the icon of a white check in a green circle, which I assume means synced.
Some files have the same "synced" icon. However, most files and sub-folders have the icon of left and right arrows, which I assume means syncing.
Paradoxically, some parent folders have the check mark while some of their child files and folders still have the syncing icon.

Platform:
MacOS 12.6.1 (Monterey)
iMac (Retina 5K, 27-inch, Late 2015, Intel processor, 8 GB RAM)
Network: 400 Mbps down / 200 Mbps up (tested with Google Speed Test).

I also have DropBox installed on my iMac. It has always worked. Could that be a conflict with Creative Cloud Files Synced Files?
