Now that Color Themes has been eliminated from PS, how does one move a color palette/theme (file extension?) from Adobe Color to PS, and once there, how is the theme applied to an image? Any new Adobe bulletins or other printed instruction about this? Thanks.

Themes get saved to your Libraries panel. Make sure you are logged in at Adobe Color, create your theme, choose a folder from Save to, give the theme a name, and click Save:
In Photoshop open the Libraries panel and choose the same folder, and the new theme should be there:

Also if you go to https://color.adobe.com/mythemes and double-click a saved theme there is an option to download an .ase swatches file which can be shared or loaded into an Adobe app:

.ase files load into the Swatches panels where you can sort them via drag and drop.
.aco is a Photoshop library and shows in the Color Picker>Color Libraries as a dropdown option.
