CANNOT CREATE MY NEWSLETTER

I have a weekly newsletter I need to start working on and when I type in text, it will not let me edit it at all....like you can't bold it, underline it or do any formattting. How am I supposed to do my newsletter?

Same. We are unable to center text, h1, h2.
