Clicking on Any Page Automatically Brings Me to Top Two Rows of Pages

Every time I click/select a page, the screen jumps to the first two rows of pages only (unless I'm already viewing them). The page is still selected, but I can only use the actions on the taskbar at the top left of the screen (select all pages, add a page, duplicate page, delete page). I can rearrange the top two pages and drag them to a lower page, but I can't rearrange nor drag lower pages at all.
