The main thing that adobe recommends if you are using the website (and not the app) is to clear your cache and cookies (make sure you have it saved before hand), as well as see if you have any firewalls up that may be preventing the download. Otherwise contact tec support.
Sorry to hear that you are having this problem. 1) copy the link and save it to a document: Google Doc/ Word or something. 1a) Copy the link and post in a different tab.
Let's go with copying the link and saving it 1st. Next turn off your computer and then turn back on. This has helped me so many times.
