Font Upload not Available

I have uploaded a few fonts before, but now the option is not showing. I have tried in multiple different areas, trying to upload a font not within the Adobe Library. I have OTF files but am not seeing any place to successfully add them to my Libraries or Brands.

Could you check if the account-specific restictions mentioned on https://community.adobe.com/t5/adobe-express-discussions/can-t-upload-my-fonts/m-p/14091565#M11684 apply to you?
