Images in the back layer are extremely hard to move

When I have objects in the background, like behind a sign, they are near impossible to move across, even if I lock the sign, and click the beach ball, it wont move the beach ball, unless I use my keyboard arrows which take forever to move.

Hi Glen.  Can you show us a full res screen shot of your entire workspace showing the Layers Panel please?

Are these objects seperated onto their own layers?
