Have you tried to update your Adobe Express software/app on both devices?
If the software/app is already updated, you can try to deinstall the Adobe Express software/app on both devices, restart both devices and reinstall the software/app and check if this resolves the issue.
If you've already tried the steps mentioned above kindly share with us the specifications of your PC/phone, the Adobe Express software/app version, the version of the operating system of your PC, a screen recording of the workflow and if possible one of the videos you're trying to publish.
