Can you please provide more details on your issue with Adobe Express? What platform are you working on (desktop or mobile)? Are you unable to find the 16:9 ratio project size? If so, you'd get it as one of the default sizes (refer to the screenshot).

What happens when you select a 16:9 canvas size to work on? Do you get any error messages? Could you let me know if you cannot download the project?

Sharing a screen recording of the workflow with the error/broken workflow will help us investigate the issue easily and help you out.
