I build promotional flyers on 8.5" x 11" workspaces and Adobe Express used to make it really easy for me to change those flyers into 1920p x 1080p, to use for digital displays. I would just go to the "Design" section, choose a pre-built design and it would reorganize my project to match that pre-built design. I might have to do a little adjusting, to make it look good, but not much.
That's the way it used to work...
Now when I chose a pre-built design, my project doesn't change to match that design. I noticed that there is a toggle at the top of the design section that says "Match Design Layout" and it is toggled off. I assume if that was toggled on, then it would behave the way I want it to. However, it's not possible for me to toggle it on as it is grayed-out.
Any idea why it would be grayed-out? Is there a way for me to toggle it back on? I do have Premium access, if that matters.

On the desktop in Chrome on Windows, I am able to toggle on and off Match design layout and select a design to reorganize the layout.
If you're using a different browser, maybe try Chrome instead. And you might want to make sure that Chrome is updated.

I am using Chrome and it is updated. I've also tested in Edge and Firefox and I get the same results.
What I just noticed is that any new project that I make doesn't have the option to "Match Design Layout" but if I go to some of my older projects, from a year ago, the option is available.

Because you can see Match Design Layout in older projects and because I could see it in new projects, I wonder if there's something in your design where you can't see it that is different from your older projects that is preventing the feature from being available. You could try recreating an older project, too (same assets, same dimensions, etc.), to test that hypothesis.
