Creative Templates for Lighroom Print Module

Hello!

I use lightroom print module for most of my printing and have customized various templates etc. but there seems to be lots of limitations. I'm looking to create some templates so that I an easily add different images. I want to create something like the image below and hopnig for some helps to confirm: (a) this isn't an option currently in lightroom (b) I'd need to create this teamplate outside of lightroom (c) is it best to use adobe express or photoshop?
