Disabled tools

I'm having trouble finding the tools - 

How do I put color into a text box?

How do I move elements forward or backward? So I can put a text box over an element? The tools are there, but they're disabled.

Text box is reserved for Type layers.

To create a colored box underneath a Type layer, use the Rectangular Shape tool with a Fill and Stroke value.

In the future, please specify which Adobe app or online service you're using and which operating system (iOS/Android, Mac, Windows) or Browser (Chrome, Firefox, Edge, Safari) it's running on.

Hello All - Thank you for your responses. 

I apologize for not stating the program, it's the new Adobe Express.  

I have the Creative Cloud App, which launches me to Chrome. 

Using the Shape, Fill, and Stroke, the tools are not active when I try to place it behind a layer of text.
