Does anyone know what this kind of format is called?

I'd like to make a project in this format, but I'm not sure where to start. Can anyone explain to me what exactly this is? I can't find anything about a webpage or scroll-through brochure in the express templates of features, but I'm new to this so maybe I just can't find it.
